does cpanel require a cgi-bin folder access?
Recently I received a lot of hacking attempts and the files the hackers requested begin with /cgi-bin. Does cpanel or whm interface itself require the availability of the cgi-bin path to function or am I safe to assume requests from /cgi-bin only come from hackers?

cPanel itself does as a lot of redirects use cgi, default pages, etc, but the cgi-bin folder in the cPanel user account itself, example, /home/user/public_html/cgi-bin is not necessary unless using cgi specific scripts. 0
