Before I ran the cpanel installer I had Apache running and I could connect on that port 80 fine from other computers to the standard Testing 123 Apache test page.

Hello :) You should not install cPanel on top of an existing server with services such as Apache. Per our , which installs all of the services that it requires.
  • If you install services before you install cPanel & WHM, you will encounter compatibility issues.
Also, reinstalling Perl is not advised, and is likely the reason why cPanel is failing. Are there any existing accounts on this system? If not, I advise reinstalling the OS, and then installing cPanel on the fresh installation of the OS. Thank you.

Right, this is against the installation requirements, and can lead to compatibility issues post-installation. Are there any existing accounts on this system that would prevent you from reinstalling the OS, and then starting a fresh installation of cPanel? Thank you.
