Exim ESMTP Banner delay

Hi all, Since upgrading exim esmtp automagically overnight, from 4.85 to 4.86 the banner that is displayed on connect takes 13 seconds to appear. On 4.85 when I telnet to port 25 it appears immediately. But when I connect to a box that's upgraded it's significantly longer. 220-cpanel.-my-domain-here.co.uk ESMTP Exim 4.86 #2 Tue, 13 Oct 2015 14:18:18 +0100 220-We do not authorize the use of this system to transport unsolicited, 220 and/or bulk e-mail.
