    /usr/local/cpanel/logs/access_log If you've got CSF installed you can view this file right from within WHM > Plugins > ConfigServer Security&Firewall > Watch System Logs. You should see entries in that log similar to this:
    [10/20/2015:13:57:48 -0000] "GET /cpsess468083601/3rdparty/phpMyAdmin/index.php

    OK. So in case there is response 200 for GET request and phpMyAdmin export script it means connection was established properly and issue is on the clients network side?

    Are you able to export a database via phpMyAdmin? What issue is this user having exactly? You don't mention that.

    Here: Recently I"ve been attempting to download gzipped versions of the sql database. However, frequently the download will complete, but will be only a fraction of the size I expect. Currently, a successful download of a compressed mydb.sql file is 21.4 MB. However, it will ofter stop only at 6MB or less. Sometimes 10MB.

    "frequently" and "Sometimes" can be a lot of things, neither does you any good here. ;) Are you able to successfully download the same database this user is having troubles with? What happens for this user when he attempts to download a MySQL Database Backup from the Backups area of his cPanel?
