    I'm almost certain that it's a Unicode problem, but the strange thing is that the locales installed on the server seem correct. As evidenced by the fact that I am fully able to display files with Thai characters in the filename, as long as I create them through a terminal. It's when I upload through file manager upload that characters are not displayed correctly. Furthermore, my customer says he has seen this issue with many other cPanel installations, so I'm thinking I can't be the only provider out there who has come across this type of issue. I haven't tested yet, but I'm almost certain that the issue also exists for Chinese and Japanese characters, which is also a big issue for us, since we are catering to a primarily Asian market.
