Is there a way to have a limit of 30 POP3/IMAP checks per hour per each user's connecting IP address?

  Hello :) There are no native features that will limit the number of login/connection attempts a specific IP address makes to the mail server. You can open a feature request for this via: Submit A Feature Request Thank you.
