Editor: Saving changes encoding to Windows-1252

If I edit a file encoded in utf-8 it becomes encoded in windows-1252. What can I do to keep this from happening?

  Are you using the HTML editor with File Manager, and does the encoding prompt appear before editing the file? What are the exact steps we can take to reproduce the problem? Thank you.
