PHP file uploading

I'm trying to upload a php file using file manager to the cpanel, but it keeps saying the system is starting the upload and nothing is uploaded, on the other hand uploading a picture was successful, any help please ?

  Hello :), Your access level is listed is "Website Owner". Please report this issue to your web hosting provider if you do not have root access to the server so they can check cPanel error logs files and will assist you on this

  I have access to the cpanel.

  Hello, Yes, You have cPanel access and due to that you do not have permission to check cPanel error logs files and due to that I suggest you to please discuss this with your hosting provider. They have root access of your server and will help you on this to resolve this issues.

  Hello :) You can contact your hosting provider for assistance if you do not have root access to the server. Root access is required to troubleshoot an issue like this. Thank you.
