Dropping connection because of tcp_wrappers

I use tcp_wrappers and have ALL set to only my IP in the /etc/hosts/allow file as well as sshd: for cpanel to access the server. I had a customer in New Zealand that could not access cPanel and Webmail all of a sudden. I turned off the csf/lfd firewall and it was no help. When I added ALL:HIS IP ADDRESS he could then access cpanel and webmail. I like having the tcp_wrappers working but would like to find the proper setting instead of ALL: in the hosts.allow file to allow him to access cpanel and webmail. I was not aware that using tcp_wrappers would deny access to cpanel and webmail until I found this in the /usr/local/cpanel/logs/error_log "Dropping connection from xxx.xx.xxx.xxx because of tcp_wrappers at cpsrvd.pl line 4066." for his IP address. Does anyone know what to use?

  We've been using the following entries in hosts.allow for quite some time. #Allow cpanel services cpaneld : ALL : allow webmaild : ALL : allow whostmgrd : ALL : allow cpdavd: ALL Can't say if there are any more current directives being suggested.
