exec of /scripts/rdate failed

Hello, I have an issue with rdate when trying to run/installing cPanel on my server, it says like this:

I've remove rdate from system and install it again, and the error is same:

I have googled but have no any solution, and i'm stuck. So, could anyone please give some advice, or what should I do to fix this issue? Thank you very much.

    Are you installing cPanel on a fresh installation of the operating system? What's the output when you run "/scripts/rdate" on it's own? You can try moving /usr/local/cpanel out of the way and attempting to start the installation again. Thank you.
