Permission Denied for createacct

As the title suggests I am unable to create or modify cPanel accounts with non-root accounts. Here is the request and response when trying to create an account. Date: 11/11/2015 01:47 - Module: cpanel - Action: createacct Request: username=jessicac&password=*******&domain=123.com&plan=liquid_Silver&savepkg=0&featurelist=default&quota=&bwlimit=&ip=n&cgi=n&frontpage=n&hasshell=n&contactemail=jessicao0o0o%40123.com&cpmod=&maxftp=&maxsql=&maxpop=&maxsub=&maxpark=&maxaddon=&reseller=0& Response: 0 Permission Denied The account used to make the request is a reseller and the credentials are correct. The request is being made from WHMCS and after some back and forth they advised me that permissions may not be correct for the reseller account. I'm not aware of any permission control in WHM other than making an account a reseller. Is there something I am missing?

  Hello :) You can manage privileges such as account creation for resellers via: "WHM Home " Resellers " Edit Reseller Nameservers and Privileges" The option is documented at: Edit Reseller Nameservers and Privileges - Documentation - cPanel Documentation Thank you.
