Permission Denied for createacct
As the title suggests I am unable to create or modify cPanel accounts with non-root accounts. Here is the request and response when trying to create an account.

Permission Denied
The account used to make the request is a reseller and the credentials are correct. The request is being made from WHMCS and after some back and forth they advised me that permissions may not be correct for the reseller account. I'm not aware of any permission control in WHM other than making an account a reseller. Is there something I am missing?
