FTP option is missing in cPanel. How to enable it?

I don't find the ftp options in cpanel.. also checked the 0-byte file /var/cpanel/dynamicui/ I don't find the ftp file. its missing in order to create that file, touch/var/cpanel/dynamicui/ftp but I don't know how to do? please help me where and how to create that file?

  You might want to check the Features List you're using for Creating Packages to see if FTP Account Manager is selected. Home "Packages "Feature Manager " Edit Feature List
