Dedicated IP not resoving even with everything set correctly.

So I have replaced a server that died by building a new one and then moving the data over. Everything works fine on client accounts --that are all on a shared ip, however, my business site is on a dedicated ip and will not resolve. I have done all of the checks to insure the the DNS is correctly set, I have confirmed it with dig and DNS checkers. I have rebuilt, and restarted the servers scripts as outlined in other threads, and I am still not resolving. To make things stranger. I can hit the site from one of my internal ip addresses, but can not hit it from the outside. I simply get a page not found error. Any advice it welcome. The site is - Removed - at 24.205.xxx.xx. I am running Cent OS 7.2 and Cpanel 54

  Hello :) Does the IP address itself respond to connection requests? Will it load when accessed through a web browser? Thank you.
