Only Email Administration

Hi; I have a couple of domains in my cpanel and i want to give only email administration to an account and full administration to another account for one domain. How can i do that? Or is there any third part applications for this?

  Thank you for response. But this document is related to create an email account. I want to give the creation, deleting and editing rights to an another account than mine account.
