    Suggest you consider disabling cPhulk, if you are using it, and then checking if you 'user' can login in again? Generally cPhulk will block a user accessing the "admin area" or backend (login) for a website, but not the website itself.

    He's just said that he's able to access the web now, but it's going very slow (I didn't change anything). I suppose that it's an international network issue, because it has only affected latam users.

    Hello :) You could have them run a "traceroute" from their machine to the server to see where the speed issue occurs. Thank you.
