Restrict outgoing SMTP to root, exim, and mailman User Whitelist

Good Morning, I am curious if any knows how to whitelist a user (whm account) to allow access through the Restrict outgoing SMTP? I have a billing system that connects to Exchange Online and with restrictions enabled I cannot send out. Thanks for any advice.
