If I transfer this domain to my hosting account first? So it will be no longer a parked domain. And I can assign the dedicated IP easily?

Hello :) You will need to remove the domain as a parked domain (alias) and add it as an addon domain name. You can then follow the instructions at: How to Assign Dedicated IP Addresses to Subdomains - cPanel Knowledge Base - cPanel Documentation Thank you.

I have a question. When I un-park the domain, it will have downtime for the website?

The domain name will not load from the time you delete it as an alias, until the time you create it as an addon domain name. Thank you.
