whmapi1 enable_monitor_all_enabled_services **Fails**

Greetings, On a fresh whm/cpanel install I am getting the following error when attempting to enabled monitoring for all enabled services via the whmapi1 command line tool. Please advise.
root@cpanel [~]# whmapi1 enable_monitor_all_enabled_services Can't locate object method "catfile" via package "File::Spec" at /usr/local/cpanel/3rdparty/perl/514/lib64/perl5/cpanel_lib/XML/SAX.pm line 61.

  Hello :) Could you force an update of cPanel via the "/scripts/upcp --force" command and let us know if the issue persists? Also, could you let us know the server environment? You can find instructions on which details to provide at: Guide To Opening An Effective Forums Thread Thank you.

  My apologies, turns out this was a licensing issue which makes perfect sense once I realized that was the case.
