Extract Content from Backup Files

I have traditionally used the Legacy backups on WHM. I recently decided to try the newer system. The files that are created appear to need some program to extract them, other than just 7Zip. Can the newer back-up system only restore to a WHM server? If so, can I specify where the backup goes? I would like to use the backup to move a site. Also, if I wanted to extract the backup to my Xampp testing server, is there a way to do that? Thank you.

  Hello :) Are you attempting to restore the files via the server's command line, or on your local workstation? The "tar" command will allow you to manually extract the archive. Thank you.
