Stop customers from deleting folders in root of their site

Hi When customers seem to signup they use file manager or ssh to delete everything except public_html in /home/username/ This makes email account creation not work amongst alot of other things. Is there no way to restrict customers from deleting folders except from within public_html?

  There are the following ways: 1. Revoke file and directory access 2. User education 3. Backups
