How can I increase download speeds on FTP?

I have noticed that the ftp download speed on my server is rather slow. For example, an 89MB file has taken over 20 minutes and seems to hang around 90kb sec. I am on 300MB fibre connection so it cannot be anything to do with my connection. Is there some kind of setting somewhere which has restricted download speeds? I have full root access to the server.

  Hello :) cPanel does not limit the FTP download or upload speed. I suggest consulting with your data center to ensure there are no issues with FTP traffic to/from your server, or to check if they limit speeds on specific ports. Thank you.
