Monitor all cpanel activities

Hi all, On my dedicated server I have an account that is for development. Developers have access via ssh (jailed) and cpanel. I would like to receive an email of every single action done by them, including every single file modified. If this is possible, can you please share how or with what tool? Many thanks karl
