Where i can adjust conditions on which emails are frozen in queue?

Hello, please where i can adjust conditions based on which emails in the Exim e-mail queue are frozen? I would like to have better control on which emails are frozen. Example be able to setup some rules which would freeze the email for set period of time or even discard the email. Thank You
