Can't send outgoing emails with SMTP

I have a VPS with OVH and am using SendGrid/MailJet for the SMTP. It is a WordPress website, and I have a contact form that sends me an email on fill out. I am using port 465 and have an SSL. I get an error "SMTP connect() failed". I called OVH and they said 465 is open.

  On sendgrid documentation they recommend you to use port 587: Exim 4 configuration for SendGrid - SendGrid Documentation | SendGrid

  I tried 465 SSL, and 25/587 with TLS/none

  Hello, Is WordPress configured to send the email notification via SMTP authentication? Is the "SMTP Restrictions" option enabled in Web Host Manager? It's documented at: SMTP Restrictions - Documentation - cPanel Documentation Thank you.
