    Hello, I've moved this post into it's own thread. Have you tried uploading a file via FTP through another server or workstation to verify if the cPanel server is the culprit, as opposed to the local machine? Thank you.

    Run in terminal as Root: /sbin/modprobe ip_conntrack_ftp

    Thanks for this. I ran it and test shows all good now. I am trying now to find out if this is a permanent setting and/or what it did.
