Assign MySQL User to All Database

I want to create a MySQL user who has the access right to view all the database created under current WHM. Every single user had been assigned into a respective database. Example, i.imgur.com/OwpUAIi.png Then, I want to create one more user to has the rights to view all the database table. i.imgur.com/89Z5Qv4.png Is that possible to do that?
