Error 403 Forbidden

Good morning everyone, I have the following problem in cpanel. I have a User that al access his site hosted on our server and installed cpanel, you receive the error message 403 forbidem, but only for him and your internet connection, if it uses another connection access is normal and error, ask someone can help solve this?

    Make sure that his IP address is not added in deny list in cPanel and check .htaccess file as well.

    It seems that you are using Joomla. Make sure that your IP address is not blocked by any Joomla security plugin. also, do you see any error message in your apache error logs?

    Yeah, this looks like a security plugin for sure.

    Hello, Try uploading a test HTML file to the account and see if it loads successfully. It it loads, it suggests the issue is with your PHP application, as mentioned in the previous posts. Thank you.
