How to restore backup without accessing WHM?

Hey, hello, I've done all the steps about uploading a backup in the cPanel, but I don't know how to use it, I mean, how to take it from the folder created to the public_html. I'm a newbie with this, and I cannot access to WHM, I tried the user and password as login with the cPanelID but I just couldn't: (The red message says something like "Invalid login") i66.tinypic.com/2zivqme.png I tried copying the files from the public_html-backup to the actual public_html and nothing happens, I really don't know how to search the solution because I cannot find anything that actually help me, so please, I need your help.

  Hello, You are not able to login your cpanel it means you are trying to access using wrong details ormight be your IP is blacklisted in server firewall. In this case you need to contact to your hosting provider as you do no have root access. They will check and assist you as well as move the backup files through command line.

  How can I contact them? taking a ticket(?) and then they do everything else?
