Thanks for the ideas. My problem is that I have SA completely disabled on the systems because of the external anti-spam appliance and we use mailchannels for outgoing mail. Will these settings still work even with SA disabled on the cpanel server? I am using SA labeling in the headers on the incoming appliance, so Exim should still recognize them.

"This option requires that each user enable Apache SpamAssassin" or the "Apache SpamAssassin": Forced Global ON" is enabled."

Hello, You can use an Exim system filter rule to to filter outgoing email. A document on modifying the filter rules is available at: How to Customize the Exim System Filter File - cPanel Knowledge Base - cPanel Documentation You may also find these threads helpful: Blocking all cpanel users from emailing specific domains/email accounts Need to filter ALL email Thank you.

If you can convince the users, ask them to forward all the mails to a local mailbox and then Gmail can be configured to pick up the emails from this mailbox. This way, Gmail won't reject and possibly not mark your reputation as bad.
