Creating subdomain as new account

Is this issue back? I am getting the same error when creating accounts via API. I am on version 56.0 (Built 24): When I try to create an account through WHM it gives me an error: The domain "sub.domain.com" may not be created by "root" because "domain.com" is already owned by "user".

  Hello, Please browse to "WHM >> Tweak Settings", under the "Domains" tab, and let us which of the following options are enabled: Allow users to park subdomains of the server"s hostname Allow cPanel users to create subdomains across accounts Allow WHM users to create subdomains across accounts Allow resellers to create accounts with subdomains of the server"s hostname Thank you.
