issue with modesecurity not enabling some owasp rules

I have cpanel/whm 56 build 25, centos 5.11. I have mode security enabled. There are 5 rules (OWASP) not enabled. I try to enable them but they won't enable. It says: Warning: You have successfully enabled some of the configuration files. The files that the system failed to enable are marked below. But there is no error message under issues, just a blank so no idea on why or how to figure out why.

  Hello, Could you attach a screenshot of what you are seeing so we can attempt to reproduce the issue, and in order to see which specific configuration files are failing? Do you notice any error messages in /usr/local/cpanel/logs/error_log when enabling a rule through Web Host Manager fails? Thank you.

  Hello, Could you attach a screenshot of what you are seeing so we can attempt to reproduce the issue, and in order to see which specific configuration files are failing? Do you notice any error messages in /usr/local/cpanel/logs/error_log when enabling a rule through Web Host Manager fails? Thank you.

  
  this is the only log error: info [xml-api] Problem [modsec_enable_vendor_configs] version [1]. 38681 38691 38701
