Cpanel still using old php.ini after upgrade to EA4

Hi, I upgraded to cpanel 58 and migrated to EA4 yesterday. Today I was editing my MultiPHP ini files to add opcache configuration to php7. However no matter what I change in the multiphp files, all versions of PHP are using the old php.ini that EA3 used located at /usr/local/lib/php.ini I want my php7 sites configured differently to my php56 ones, so I do not understand why this is happening and how to correct it.
