Su to root denied but can't add to wheel group either!

I rebuilt one of my servers from scratch using Centos 7.x I typically disable root login in sshd_config, login as a different user then su to root, I now get permission denied, Ok used to that as well so I then add root to the wheel group to fix it. However now I"m getting: You cannot alter the root account! I can't recall ever having that problem and looking through troubleshooting the not able to su to root issue that is very much the suggested fix, it's also what I have set on my other cPanel servers, root is in the wheel group!! I'm possibly overlooking something blatantly obvious here but I'm starting to waste too much time on this so some feedback is appreciated. Thank you.

  Hello, Have you created another user to access server ? If you have disabled the root login then you need to add another user in wheel group and access server using that wheel user.
