connection refused how to open a port being blocked

So I've been working with the OpenSRS API and everything has been going well on my localhost but when I transfer the php files over to the server I keep getting a Connection refused: Warning: fsockopen(): unable to connect to ssl://horizon.opensrs.net:55443 (Connection refused) in /home/blue09211/public_html/opensrsexampleTest.php on line 40 HTTP ERROR! It would seem that cpanel or something is blocking port: 55443 Note: I created a new server and brought the files over and it worked with the OpenSRS API but when I use the server with cpanel it refuses the port. Does anyone have any ideas on how to fix this??

  Have you opened that port in your server's firewall? Your forum profile lists you as Website Owner. Without root access to the server you wouldn't be able to open a port in your firewall. You'll need to speak with your Hosting Provider about this.
