Assuming that backup is a Full Website Backup taken from within your cPanel, or a full account backup made by the system that you saved locally, in it should be a directory called mysql. In that, should be your databases.
It just has the database tables etc. in the database folder

There is no "database" directory in a cPanel backup that I'm aware of.

This thread may be of some use: Move database to new server with only .frm .MYD and .MYI filetype

Unfortunately I don't have root / WHM access on this server, its a shared account with a different host. Is there no other way to do this if only the files are available? Thanks again for helping

You should speak with your Hosting Provider for assistance with this. You'd need proper access to restore databases.
