Name server assigning to the IP address

Hello, I own a WHM (as root) and I already have a domain in the same account (purchased from namecheap.com) the main domain is: .example.com. The WHM IP is: 198.54.xxx.xx. I want to assign the WHM IP address to that domain, so when I access the domain I get the default WHM IP address home page:

I also want to assign 2 name servers to this WHM IP address, for example:
NS1: ns1.example.com to this IP: 198.54.xxx.xx
NS2: ns2.example.com to this IP: 198.54.xxx.xx

And then when I access the 2 name servers, I get the default WHM home page mentioned above. Also, it would be great if someone tells me how to create cPanel accounts in this WHM (with working domains of my choice) something like a cPanel vendor or reseller.
