cPanel timing out when trying to connect

Any one know of any errors that would make my internet time out every time I try to connect to my cpanel? i cleared my history cookies cache,reinstalled my broswer, released and renewed my ip....

  Blocked by server firewall or cPHulk most likely. You should contact your Hosting Provider about this.

  I have access to a working computer that it will load. Is there a way i can do it? also where do you find the cPHulk info?

  Your forum profile lists you as Website Owner. Do you have root access to WebHost Manager? Access to cPHulk is there.

  You'll need to contact your Hosting Provider and provide them with your current IP address so they can remove the block for you.
