vBulletin SMTP error

Hello! vBulletin v5.2.3, PHP 5.6.24 (CLI), CPANEL 54 / CentOS 6.7 vBulletin email diagnostic is throwing this error: Warning: fsockopen(): unable to connect to tcp://mail.example.com:25 (Connection refused) in .../vb/mail/smtp.php on line 181 Warning: Unable to connect to SMTP server in .../vb/mail/smtp.php on line 14 telnet check via commandline from the virtual server seems to be successful. Any ideas why SMTP is not working? Thanks!

  This indeed turned out to be a setting in CPANEL: WHM --> Tweak Settings --> Mail --> Restrict outgoing SMTP to root, exim, and mailman (FKA SMTP Tweak) It was set to 'on'. There was a wasted day. :-)
