Create user who can access only backup

of all the servers I am looking after, only problem I am facing as of now is providing a weekly copy of accounts from backup drive to assigned employee who would download it to 2 office locations via ftp. What I do is, move the tars to a dummy sub-domain, chown them and he downloads them. I cannot share root information with him, neither he is familiar with root privileges and its importance nor I am authorized to allow him with root login. Is there a possibility I create a cPanel user and allow it only with access to backup drive ? any possibilities ?

  If you have the access to create a cPanel account, it means that you have reseller permissions. Decide here if this new account you're creating should have WHM access and be able to create accounts themselves.

  I am not asking about account creation I am concerned about having another user who is restricted to login only to /backup/
