Weird ip issue.

I removed ip from cpanel server but when I try to add that ip to some other server, I am getting ip conflict issue. But I can re-add ip to same cpanel server and it works fine. I even restarted server but for somehow it seems like cpanel is holding ip. When I remove ip, pinging stops. What could I investigate?

  Ok issue was not with cpanel server. After reseting winsock and tcp ip, I was able to add ip.
