SSH Disabled ?

I've got a clean install of cPanel/WHM and under feature manager SSH Connection Window is greyed but with a disabled tag next to it - we need to give SSH access for people so how do I change this? The users are in a jailed shell already but the SSH option doesn't appear either.

  Hello, Check to see if it's disabled under the "Disabled" list via: "WHM Home " Packages " Feature Manager " Edit Feature List" Note that this feature does not enable or disable SSH access. Instead, it enables a graphical UI for SSH within cPanel (it's planned for removal from the product in the future). Thank you.
