E-Mail Account Limits

I created a package in my WHM reseller account that included unlimited email accounts. However when I try to add e-mail accounts in the c-panel it will only allow one email account. I have tried to figure out where the problem lies and to adjust everything both inside WHM and CPanel but I am at a loss. I'm sure I'm looking right at the problem but I don't see it.

  Hello, Could you verify if the package allows unlimited email accounts, or if the email account limitation is set to "0"? Also, it looks like the account is assigned the X3 theme. This theme is no longer supported as of cPanel version 60. Could you verify the version of cPanel installed on the system? Note you may want to report this to your reseller hosting provider to have them take a closer look. Thank you.
