Force Password Change Doesn't Work

Docs say once this is done it will force the user to change their pwd, I've tried this on a test account and I get the "success" but when I login to the test account it lets me in fine and doesn't require me to change my pwd. cpanel - 11.60.0.28 OS - Red Hat Enterprise Linux Server release 7.3 (Maipo)

  Make sure you're logging in as the cPanel user with his credentials, not root or Resellers password. You might try another browser or clear your browser cache as well.
