Cloudlinux per user php.ini
I can not get per user php.ini to work.
We have a cloudlinux server with CageFS configured.
Inside the users Cpanel I can change the php version from inherit to ea-phpxx and this does change the php version used for that user but I can't custom php directives to work through the 'MultiPHP INI Editor'. Those settings are not applied but the global settings are applied.
I have followed the full CageFS and PHP Selector setups from docs.cloudlinux.com but to no avail.
I tried editing the php.ini files directly through cagefsctl -e username but I get the error that those files are ready-only.
The issue is that one customer wants to enable allow_url_fopen but we don't want it enabled for the other users.
We have a CloudLinux 7.3 with WHM 60.0 build 28.

I already tried that as stated in the original post. Also custom.etc folder did not exist yet which I found weird. the phpinfo page always says the configuration file is being read from /opt/cpanel/ea-php56/root/etc/php.ini 0 -
