Change Access Level of File Manager

Hi all, Please help me, I want to change the access level of all Cpanel account file-manager to public_html, not sure how I can do it from WHM, is it possible to do so from WHM, if not then what is the best way to do it for all account at once. Thanks in advance for your kind attention.

  Hello, Could you confirm if you are referring to the ability to restrict users in File Manager to certain directories, or if you are referring to changing the default document root setting configured via "Settings" in "cPanel >> File Manager"? Thank you.
