Files in public_html but still going to url provider parking page?

I haven't been able to figure this out for the life of me, (I'm new to getting websites up and running as you can probably tell already). I've been trying to test if i can get my domain page to work however when i type in my url i'm still only shown to the url provider's (namecheap) parking page. In my public_html folder i placed a default.html file and its been hours to no avail. I'm assuming i'm missing some step to update the site? Any help would be greatly appreciated!

  Hello, Have you changed the name servers at your domain registrar to point to the ones provided to you by your hosting provider? Thank you.
