I find the solution in other forum post: Try disabling the "PHP-FPM service for cPanel Daemons" You can do that from WHM / Service Manager. then restart apache and try again, probably will fix your problem. Strange cPanel issue | Web Hosting Talk

Hello @Delton, It's possible this relates to an existing internal case (CPANEL-11106) where cPanel PHP-FPM hits the open files limit. Could you run the command below and let us know the output?
grep "Too many open files" /usr/local/cpanel/logs/php-fpm/error.log
    Thank you.

Im on 62.0.15 and this problem persist. I had to disable "PHP-FPM service for cPanel Daemons" to had it working.

Hi, I can confirm that we have the same problem on cPanel servers running version 62.0.16. /scripts/restartsrv_cpanel_php_fpm fixes the problem, but only temporarily.
