Issue with using capital letters URL

Hello, I'm new here and my website is using cPanel 62.0.15 and Apache 2.4.25. I want that people can access my website URL by using capital letters such as: example.com/HELLO I've found that I should change .htaccess and httpd.conf, but I can't find httpd.conf anywhere. Is there any other methods?
