Api tokens, can't find it in WHM UI

related to this: Manage API Tokens - Version 64 Documentation - cPanel Documentation When I am logged as root I can not find section in UI to create API token. So I want to give my client way to write and execute API calls, but I don't want to give him a root password. Why I can not find this section in my WHM UI?

  That documentation is for version 64.
