Error 403 File not Found using Joomla

Hi all. Completely stumped. Using Joomla version 3. When I try to alter the Global configuration text filter settings I am redirected to an Error 403 Access Denied page. When I go into the errors log on Cpanel I see this error: 2017-03-06 18:59:33.811 [INFO] [73.213.xxx.xx:61150:HTTP2-3] File not found [/home/moorgree/public_html/example.com/403.shtml] I've attached a screenshot from the file directory of what that folder looks like. Not really sure what to do with this information... If anybody has anything that might help it would be much appreciated!
